Student Tuition Financing Program

Tbilisi, September 4, 2025 – Tbilisi City Hall has launched its Student Tuition Financing Program for the fall semester of the 2025–2026 academic year. Applications will be accepted from September 6 to November 30, 2025.

The program is designed to assist socially vulnerable studentsmembers of large families and students with disabilities by financing tuition fees for higher education programs, including bachelor’smaster’sintegrated teacher trainingveterinary medicinemedical/dental education and doctoral programs offered in the Georgian language.

Who Can Apply?

Socially vulnerable students, members of large families and students with disabilities.

  1. Socially Vulnerable Students

    • Must be Georgian citizens registered in Tbilisi Municipality, listed in the Unified Database of Socially Vulnerable Families with a rating score of 150,000 or less and enrolled in a higher education institution with active student status.

  2. Students from Large Families

    • Georgian citizens registered in Tbilisi for at least six months before applying, from families with four or more children.

  3. Students with Disabilities

    • Georgian citizens registered in Tbilisi for at least six months, with moderate, significant or clearly expressed disability status.

Funding Amount & Conditions

Eligible students can receive financial support up to GEL 1,125 per semester, with the exact amount depending on academic performance and eligibility criteria.

  • Maximum funding per semester: GEL 1,125

  • Based on academic performance:

    • 91–100 points: Up to 100% of tuition (GEL 1,125)

    • 71–90 points: Up to 100% for rating ≤70,000; otherwise up to 70% (GEL 787.5)

    • ≤70 points: Up to 70% for significant disability; 50% for others (GEL 562.5)

  • First-term students: Funded at 50% of tuition (up to GEL 1,125); students with significant disabilities may receive up to 70%.

  • Application form

  • Georgian ID or passport copy

  • Certificate of social vulnerability, disability, or large family status

  • Higher education institution certificate (status & tuition fee)

  • Academic performance extract (except first-term students)

  • Proof of Tbilisi registration for the last 6 months

  • Bank details/invoice of the institution
